The MDV directional vanes direct airflow along the tank so that air flows across the full face of the intercooler. With airflow across the intercooler, heat transfer is more effective, with resulting lower air temperature. Without MDV, air just flows along the most direct path between the inlet and outlet, and the full face of the intercooler is not used.
